بدعوة من لجنة الحوار اللبناني الفلسطيني، عُقد اجتماع تشاوري مع ممثلي الجهات الأممية في لبنان، خُصّص لعرض ومناقشة مسودة خطة حوكمة المخيّمات التي رُفعت إلى دولة رئيس مجلس الوزراء نواف سلام.
حضر الاجتماع، إلى جانب أعضاء اللجنة، مديرة مكتب الأونروا في لبنان د. دوروثي كلاوس وفريق عملها، وممثلة برنامج الأمم المتحدة الإنمائي في لبنان السيدة بليرتا أليكو وفريق عملها، ومسؤول التنسيق في مكتب المنسق الخاص للأمم المتحدة في لبنان السيد هاغوب قيومجيان.
استُهلّ اللقاء بكلمة ترحيبية ألقاها رئيس اللجنة السفير رامز دمشقية، عرض فيها المسار الذي أفضى إلى إعداد مسودة الخطة والمراحل الأساسية التي مرّت بها.
ثم قدّم المستشاران الرئيسيان للجنة، العميد المتقاعد سهيل خورية والباحث هشام دبسي عرضًا مشتركًا استعرضا خلاله بنود الخطة وأهدافها، وقدّما قراءة تحليلية للتجارب السابقة، وصولًا إلى استخلاص الدروس التي أسهمت في بلورة المسودة بصيغتها الحالية، بوصفها وثيقة مفتوحة للنقاش والتطوير.
من جهتها، قدّمت الوحدة القانونية في اللجنة، من خلال رئيسة دائرة الشؤون القانونية والتنسيق دانييلا سعود، عرضًا موجزًا لأبرز المبادئ الأساسية لمشروع القانون المتعلق بحقوق اللاجئين الفلسطينيين في لبنان، وذلك ضمن إطار يضمن حقوق اللاجئ ويرسّخ رفض التوطين.
خلال الاجتماع دار نقاش بين المشاركين حول مسودة الخطة ومشروع القانون، حيث أجاب أعضاء اللجنة على مختلف الملاحظات والاستفسارات المطروحة.
واتُفق على عقد سلسلة من الاجتماعات اللاحقة لاستكمال البحث ومناقشة القضايا العالقة، على أن تشكّل هذه المشاورات الداخلية منطلقًا لعملية تشاور أوسع مع مختلف الجهات المعنية والفاعلة، في إطار مقاربة وطنية تشاركية تهدف إلى ترسيخ أسس حوكمة مستدامة.
At the invitation of the Lebanese Palestinian Dialogue Committee, a consultative meeting was held with representatives of United Nations agencies in Lebanon to present and discuss the draft Camp Governance Plan that has been submitted to the Prime Minister Dr. Nawaf Salam.
In addition to the Committee's members, the meeting was attended by Dr. Dorothy Klaus, the Director of UNRWA affairs in Lebanon, and her team; Ms. Blerta Aliko, the Representative of the United Nations Development Programme in Lebanon, and her team; and Mr. Hagop Koyoumjian, the Coordination Officer at the Office of the United Nations Special Coordinator for Lebanon.
The meeting opened with welcoming remarks by Ambassador Ramez Dimechkie, who outlined the process that led to the preparation of the draft plan and the key stages through which it was developed.
The Committee's two advisors, General Souheil Khourieh and researcher Hisham Debsi, then delivered a joint presentation reviewing the provisions and objectives of the plan. They also provided an analytical assessment of previous experiences, highlighting the lessons learned that contributed to shaping the draft in its current form as an open document intended for further discussion and development.
In addition, the Committee's Legal Unit, represented by Daniela Saoud, Head of the Legal Affairs and Coordination Department, gave a brief presentation on the key elements of the proposed law concerning the rights of Palestinian refugees in Lebanon, within a framework that safeguards refugee rights while reaffirming the rejection of resettlement.
During the meeting participants engaged in a discussion on both the draft plan and the proposed law. Committee members responded to the various comments and questions raised.
It was finally agreed to hold a series of follow-up meetings to continue discussions, that will serve as a starting point for a broader consultation process involving all relevant stakeholders, within the framework of a participatory national approach aimed at establishing the foundations for sustainable governance.
